{"id":21910,"date":"2026-07-28T00:42:12","date_gmt":"2026-07-28T00:42:12","guid":{"rendered":"https:\/\/worldpressfreedomcanada.ca\/transparency-trouble-at-carneys-privy-council-office\/"},"modified":"2026-07-28T00:53:37","modified_gmt":"2026-07-28T00:53:37","slug":"transparency-trouble-at-carneys-privy-council-office","status":"publish","type":"post","link":"https:\/\/worldpressfreedomcanada.ca\/fr\/transparency-trouble-at-carneys-privy-council-office\/","title":{"rendered":"Des probl\u00e8mes de transparence au Bureau du Conseil priv\u00e9 de Carney"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Le Bureau du Conseil priv\u00e9 (BCP), le minist\u00e8re relevant directement du premier ministre Mark Carney, est devenu le mauvais \u00e9l\u00e8ve du Canada en mati\u00e8re d\u2019acc\u00e8s \u00e0 l\u2019information.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">C\u2019est le principal constat qui se d\u00e9gage d\u2019un <a href=\"https:\/\/www.oic-ci.gc.ca\/en\/resources\/reports-publications\/2025-2026-annual-report\">nouveau rapport<\/a> de la commissaire \u00e0 l\u2019information du Canada, Caroline Maynard, l\u2019agente ind\u00e9pendante du Parlement charg\u00e9e de veiller \u00e0 l\u2019application de la Loi sur l\u2019acc\u00e8s \u00e0 l\u2019information.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Publi\u00e9 en juin, le rapport annuel 2025-2026 de Mme Maynard classe le Bureau du Conseil priv\u00e9 au deuxi\u00e8me rang des pires \u00e9l\u00e8ves parmi quelque 265 institutions f\u00e9d\u00e9rales en ce qui concerne le respect des obligations pr\u00e9vues par la Loi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019an dernier, la commissaire a rendu 63 ordonnances contre le BCP, obligeant ses responsables \u00e0 divulguer des renseignements qui avaient \u00e9t\u00e9 retenus \u00e0 tort. Il s\u2019agit d\u2019un record pour ce minist\u00e8re et d\u2019un signe \u00e9vident de probl\u00e8mes persistants. Ce nombre repr\u00e9sente une forte hausse par rapport aux 25 ordonnances \u00e9mises en 2023-2024 et aux 42 rendues en 2024-2025.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Seul le minist\u00e8re de la D\u00e9fense nationale a fait pire l\u2019an dernier, avec 67 ordonnances. Toutefois, dans son plus r\u00e9cent rapport, Mme Maynard souligne les progr\u00e8s r\u00e9alis\u00e9s par ce minist\u00e8re, estimant qu\u2019il a redress\u00e9 la situation et qu\u2019il est en bonne voie d\u2019am\u00e9liorer consid\u00e9rablement son rendement au cours de la prochaine ann\u00e9e.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Elle a \u00e9galement salu\u00e9 Biblioth\u00e8que et Archives Canada pour avoir remis de l\u2019ordre dans son traitement des demandes d\u2019acc\u00e8s \u00e0 l\u2019information. L\u2019organisme a r\u00e9duit de fa\u00e7on spectaculaire le nombre d\u2019ordonnances rendues contre lui, passant de 104 il y a deux ans \u2014 alors qu\u2019il affichait de loin le pire bilan de l\u2019administration f\u00e9d\u00e9rale \u2014 \u00e0 seulement 16 l\u2019an dernier.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En revanche, Mme Maynard s\u2019est montr\u00e9e tr\u00e8s critique envers le Bureau du Conseil priv\u00e9, dont le rendement, selon elle, se d\u00e9t\u00e9riore de fa\u00e7on constante depuis plusieurs ann\u00e9es.
